Main Purpose of Job & Accountability:

Management of site QHSE function. Maintenance of site integrated management system and associated documentation within the requirements of ISO 9001, ISO 14001, ISO 45001, BRC & FSC. Acting as the main contact for site HSE issues and managing the site Quality team. Develop and implement organisational programs for HSE, conduct specialist reviews, update institutional HSE policies and conduct risk assessments to detect and control hazards.

Primary Responsibilities:

Manage the QHSE function to achieve control, monitoring and implementation of QHSE and contract governance in line with MCC policies and procedures

· Manage the site integrated management system to underpin QHSE and operating standards and to achieve compliance with ISO 9001, ISO 14001, ISO 45001, BRC & FSC

Daily management of the Quality team

Manage internal OFI process including the allocation and validation of projects

Support a customer-centred culture at the plant, including, where required, participation in customer audits, vendor audits

· Maintain a risk register, reviewing QHSE risks and escalating where appropriate

Develop and update relevant site policies and procedures to ensure compliance with current legislation and changes to legislation

Support the training and development of all staff to ensure awareness and understanding of QHSE Standards and the relevance to business objectives

· Provide a single business focus for accident and incident reporting and assist with subsequent investigation process; provide trend analysis to site Exec team to support and provide focus for driving positive behaviours and culture within the business

· Monitor, audit, and report on QHSE performance and provide assurance to Corporate, Site Management and Customer alike

· Provide leadership to support the management of compliance with QHSE standards through work assessments, audit and review of operating practice and systems

· Ensure appropriate resources are provided to support a compliant business and to identify any systemic weaknesses.

Tasks Include (but not limited to):

Develop and update relevant site policies and procedures to ensure compliance with current legislation and changes to legislation

Management of Internal audit system ensuring department adherence to process

Key team member in establishment and maintenance of QHSE management systems in support of site goals

Liaise with representatives from the HSE where necessary. Work with Occupational Health/Continuous Improvement team and Human Resources to gather specialist / technical information to enable the company to respond in a suitable manner to any legal claims made against it

Perform ESH audits

Support departments with new ideas and provide support to continue to develop a positive safety culture

To ensure that ESH management systems are maintained and are effective in providing a safe and environmentally secure operating platform for the site

To ensure ESH practices and procedures are operated effectively across all aspects of the operation thereby reducing the safety hazards and environmental impact on employees and the community

Ensure maintenance of safe and environmentally acceptable operations by reviewing and approving all modifications to new and existing processes, materials and equipment whilst preserving line management responsibility for these issues

Act as the ESH contact for introducing new process, ensuring that this is influenced to achieve rapid and effective implementation of projects

Ensure that risk assessments are available for all activities and tasks and that these are current

Ensuring full reporting and investigation of accidents, illness and dangerous occurrences. Ensure that all incidents are effectively investigated, reported and closed out and learnings are effective. Ensure that all reports are made to the HSE and Corporate ESH within the stipulated timeframes

Take responsibility for the collection and communication of ESH data and ensure that this is analysed to identify trends for remedial action and develop new initiatives to promote Safety in the workplace

Submission of monthly ESH report to site leadership team

Liaise effectively with all departments to ensure wide dissemination of ESH information and ensure rapid eradication of ESH problems

Ensure that the highest practicable standards of workforce protection are maintained through the best levels of training and readiness of the site emergency systems

Working with maintenance team to ensure that emergency response teams site protection systems are always maintained in full working order and to the best industry standards

Support departmental managers with contractor management and permit controls

Provide an effective link between the site, its insurance company (for ESH) and Corporate Loss Control to ensure that risks are appropriately managed and that actions identified are closed in the agreed timeframe

Maintain an effective ESH Safety Committee and support the development of the representatives

Ensure that all reports are made to the Environment Agency and Corporate ESH within the stipulated timeframes and that any required actions are effectively managed

Assist in carrying out relevant investigations on Internal NCR’s & customer complaints, helping ensure a suitable root cause is identified, and corrective/preventative actions are implemented

Take part in customer reviews, visits and audits ensuring a successful outcome for the business

Support the Quality & Technical Manager with providing info on departmental KPI’s and helping team reach and exceed targets

Requirements and Skills:

Hold a level 3 NEBOSH National General certificate & at least 4 years’ experience in an ESH Management role within a manufacturing environment

Knowledge of UK/European ESH standards/legislation

Membership of either IOSH / IEMA or equivalent HS&E bodies would be advantageous

Lead auditor status preferred

Strong analytical and problem-solving skills

Effective Stakeholder management and communication skills

Should have experience in a relevant industry to ideally include SOPS, COSHH occupational hygiene, PUWER & manual handling health and safety auditing, dealing with HSE and environmental inspectors

Current UK HSE & Environmental legislative requirements

Q Pulse Experience would be desirable

Experience managing a proven Quality team

Experience and extensive knowledge of RCCA problem solving methods

Excellent organisational skills

Good communication skills being able to communicate to all levels within the organisation
